Process description
The In-Kind Contributions to Additional Activities (IKAA) process supports the planning and reporting of in-kind contributions of partners to additional activities in the context of the 'co-programmed partnerships' of the European Commission and institutionalised European partnerships (Joint Undertakings (JUs)).
Example of such additional activities include (non - exhaustive list):
- Support to additional R&I projects;
- Promotion of new technologies;
- Develop new sets of skills and trainings;
- Promote new standards, policies and regulations;
- Improve the ecosystem;
- Contribute to awareness raising, citizen engagement, communication.
- Other.
The IKAA process is used for the annual declarations of the:
- Planning of the upcoming activities;
- Reporting of the activities carried out.
These declarations can be edited and submitted via the appropriate form(s).
For Joint Undertakings:
- The IKAA planning exercise should be launched end of the year N-1.
- The IKAA reporting exercise should be launched beginning of the year N+1.
- The IKAA plan should be annexed to the JU’s Work programme, that should be adopted N-1.
- The IKAA plan should be submitted ideally by end of November N-1.*
- The IKAA report should be submitted by 31 of May (Article 11(2) of the SBA).
*After submission, before the reporting exercise starts, the IKAA plan can be still amended. For that, the IKAA planning exercise should be re-launched. The partner will follow the same steps as for planning to amend the IKAA Plan form. Before reporting, there can be multiple amendments to the IKAA planning launched and submitted, but not concurrently.
Who can access the process
The IKAA is available to the IKAA process reporting data contributor (IKAA Reporter) under the My Organisations section in the Funding and Tenders Portal. If no IKAA Reporter role has been assigned yet, the Legal Entity Appointed Representative (LEAR) needs to assign it following the steps described at Organisation Roles (assignment of organisation roles). Process steps
Step 1: Access the IKAA process
The IKAA Reporter receives a PNS that the IKAA Plan/Report form is ready to be filled in. Users with the roles LEAR and Account Administrator (ACCAD) will be notified as well via a PNS (Portal Notification System) message*. They log in the Funding and Tenders Portal and access the IKAA process.

In the tab "My Organisations", click on the three dots menu button corresponding to your organisation and select the option Manage processes.
All available processes will be displayed here. Use the search tool to retrieve the IKAA process you are looking for.
Click on View process details.
Step 2: Complete and submit the IKAA Plan/Report form
The IKAA Reporter completes and submits to the EU the IKAA Plan/Report form.
Only users with the Organisation management roles (IKAA Reporter, LEAR and ACCAD) can view, upload documents, complete the IKAA Plan/Report form and submit this task.
Click the View task details button to open the task.
Click the Edit button to access the form.
Click on the arrowto display information about the IKAA form (description) and Authorised roles to perform the tasks.
Fill in the form and save your changes:
The content of the form and the fields to be filled in vary according to the context in which the form is used: for planning or for reporting, in the context of the 'co-programmed partnerships' of the European Commission or in the context of institutionalised European partnerships (Joint Undertakings (JUs)).
How to complete the IKAA-Plan form for Joint Undertakings (JUs))
- Click the button to add an additional activity. You can add as many additional activities you deem necessary.
- Complete the details for each additional activity

- Only the fields marked as must be filled in before submitting the form. All other fields are optional and will not block the submission of the form.

The general objective of the Programme is to deliver scientific, technological, economic and societal impact from the Union's investments in R&I so as to strengthen the scientific and technological bases of the Union and foster the competitiveness of the Union in all Member States including in its industry, to deliver on the Union strategic priorities and to contribute to the realisation of Union objectives and policies, to tackle global challenges, including the SDGs by following the principles of the 2030 Agenda and the Paris Agreement, and to strengthen the ERA. The Programme shall thus maximise Union added value by focusing on objectives and activities that cannot be effectively realised by Member States acting alone, but in cooperation.

Select country of the contributor | Select the country of implementation of IKAA. Except for IHI JU, an additional activity can be carried out anywhere but must bring a European added value. It must be assessed and approved by the governing board. For the IHI JU: The additional activity must be carried out in the EU or a country associated to Horizon Europe (Article 120(3) of the SBA) in order to qualify as IKAA. This does however not prevent a member to be established outside the EU or in a non- associated third country . |
How to complete the IKAA-Report form for Joint Undertakings (JUs)
The data introduced in the Plan form will be automatically pre-filled in the Report form and cannot be edited anymore. In the Report form, you can add only details for the sections related to reporting. Also, as you will report solely on the planned activities, it is not possible anymore to add or delete additional activities.

* Note:
- The certificate on the statement of contributions must be submitted by 31 May N+1. To know how to submit the certificate together with the report form, check point 4 below (Provide additional information to the EU)
- The costs for additional activities that are not certified by an independent external auditor will not be included in the Consolidated Annual Activity Report, and will not be considered as IKAA contributions from the private members.
- The costs will not be audited by the Joint Undertaking concerned or any Union body (Article 11(2) of the SBA). The Court of Auditors, the EPPO and OLAF may still conduct audits, on-the spot checks and investigations on the contributions in accordance with their respective competences.
- The certificate on the statement of contributions should be uploaded after validation of the form.
- It is possible to report only incurred and not certified IKAA. In that case, the certificate on the statement of contributions will be submitted in the next reporting period and will include certified IKAA on several years. If this is the case, after the submission of the form, the member should select the button ‘Proceed without additional information’.
How to complete the IKAA-Plan form for 'co-programmed partnerships' of the European Commission

The report form

- Click on the button to add an additional activity (category);

How to use the buttons of the IKAA Plan/Report form

*After submitting the task, you can use the Forms tab of the process to access the list of all saved versions of the form, select and view the content of the submitted version of this form. To check the submitted form, click Open.
Only for IKAA-Report: once you finalised and saved the form, go back to the task page. Decide whether you need to proceed with or without providing additional information.
Proceed without providing additional information
- If you want to submit IKAA without certification, select the button “Proceed without additional information” and follow the indications at point 5.
Provide additional information to the EU
- A mandatory action Certificate on the Statement of Contributions* is displayed. -
*An IKAA certificate on the statement of contributions needs to be provided and uploaded in the system. If the IKAA certificate is not provided for costs entered as certified, the EU will reject back the report. The document can be uploaded in the system as part of a second submission of the report to the EU.
- Click on the Upload button to upload the certificate (you can upload one or more files).
- If necessary, click Download to download the uploaded document or to delete the document(s).
Flag the relevant check box and click on the Submit button to submit your IKAA Report/Plan Form to the EU. The EU will be notified of the submission.
The process goes to the status Submitted and the process step turns green (this means the process is in the hands of the EU now).
Please note that only by saving the form, the system will not submit it to the EU. You need to click the Submit button for the EU to receive the IKAA form.
Step 3: The EU reviews the submitted IKAA Form

To access and download the process documents (i.e. the Acceptance letter sent by the EU), you may access the Organisation's details screen and click on the three dots and:
- Choose View archived processes:

- Open the Documents tab and click on the Download button.

Step 4: The IKAA Reporter reviews the submitted form and, if needed, provides additional information
If the form is rejected, the IKAA Reporter revises the form and, only for IKAA-report, proceeds with or without providing additional information:
If the form is rejected, under the task details you will have a document ('Reply to Partner') that contains EU's request for further modifications of the form.
Click on the Download button to download the Reply to Partner.

Only for IKAA-Report:

After you decided whether you will proceed with or without providing additional information and you finalised your actions, flag the checkbox and click on the Submit button.
The process will progress once again to the status Submitted and Step 3 and Step 4 will be repeated until the process will be closed and archived.
How to amend the IKAA plan form for Joint Undertakings (JUs)
After the submission of the IKAA plan, but only before the reporting exercise starts, the IKAA plan can be still amended. For that, the IKAA planning exercise has to be re-launched. You will need to follow the same steps as for completing and submitting the IKAA Plan form.
Step 1: Access the IKAA process
The IKAA Reporter receives a PNS to start preparing the Amendment to the IKAA Plan. Users with the roles LEAR and Account Administrator (ACCAD) will be also notified via a PNS (Portal Notification System) message*. They log in the Funding and Tenders Portal and access the IKAA process.

In the tab "My Organisations", click on the three dots menu button and select the option Manage processes.
All available processes will be displayed here. Use the search tool to retrieve the IKAA process you are looking for (the amendment processes are referenced as "Amendment to").
Click on View process details.
Step 2: Complete and submit the Amendment to IKAA Plan form
The IKAA Reporter completes and submits to the EU the Amendment to the IKAA Plan form.
Only users with the Organisation management roles (IKAA Reporter, LEAR and ACCAD) can view, upload documents, complete the Amendment IKAA Plan form and submit this task.
Click the View task details button to open the task.
Click the Edit button to access the form.

How to complete the Amendment to IKAA-Plan form
The Amendment form contains all values from the initial planning and they cannot be deleted. Most values are displayed in read-only form.
To amend the planning, you will be able to:

- Include justification for the amendment of amounts and duration
- Add new additional activities, which were not included in the initial planning: click the button to add an additional activity, complete all the mandatory fields and include a justification for the amendment
